Memorial plaques, street furniture and trees

The installation of memorial plaques, street furniture, and trees provides the community the opportunity to donate an item to memorialise a loved one who has made a contribution to the local community. 

Council’s position with the placement of memorials is that they will be limited to locations that are under Council’s direct management and control. Each request is considered against the following criteria and is subject to Council’s written approval:

  • The location, placement and suitability of the memorial being proposed,
  • Costs to the community through Council services including on-going maintenance,
  • Community amenity or benefit,
  • Potential public liability risk.

 

Conditions 
  • Council may relocate, remove, or alter donated park furniture/plaques/trees as required. All attempts will be made to contact the person who donated the furniture to advise them of what is proposed.
  • The applicant will be required to maintain the donated item for a period of five (5) years. Infrastructure which reaches a dilapidated condition may be removed. Trees which are not maintained or become hazardous to the public may be removed. 
  • Council will take over maintenance and the associated costs after the five (5) year period.  Council is not obliged to replace the item, and may remove it once it is at the end of its life or has reaches a dilapidated condition.
  • Council is not liable for any damage incurred to the donated item, including, but not limited to destruction or graffiti.
  • Council will not consider donations memorialising pets.
  • Council will not consider requests for memorial plaques to be installed on rocks. 

Application Process

Plaques

At present, there are two local structure that are designated for the placement of memorial plaques, which is Urunga Boardwalk and the viewing platform at Mylestom behind the North Beach Surf Life Saving Club.

The applicant must cover the capital cost of the plaque and any maintainence costs for a five (5) year period. 

Plaque application process

1. Fill in the Donate park furniture/plaque/tree application form found on our forms page.

2. Send the completed application form into council at council@bellingen.nsw.gov.au or drop the form into our Council Administration Centre.

3. If Council approves the application, you will receive an approval letter, which will include a maintenance agreement, plaque specifications and a private works quotation for your consideration (which will cover the installation costs). If Council does not approve the application, you will be notified.

4. Applicant will send back the signed agreement to council@bellingen.nsw.gov.au or drop the form into our Council Administration Centre.

5. Applicant will arrange/pay for plaque to be made.

6. Applicant will drop the plaque into the Bellingen Council Administration Building. 

7. Council will install the plaque at the approved location. 

 

Street Furniture

The type and style of street furniture (e.g., timber or aluminium) will be considered on application and should be in keeping with the area. 

Street furniture application process

1. Fill in the Donate park furniture/plaque/tree application form found on our forms page.

2. Send the completed application form into council at council@bellingen.nsw.gov.au or drop the form into our Council Administration Centre.

3. If Council approves the application, you will receive an approval letter, which will include a five (5) year maintenance agreement and a private works quotation for your consideration. If Council does not approve the application, you will be notified.

4. If required, Council will organise a site visit with the applicant to discuss the location and style of furniture to be installed. 

5. Applicant will send back the signed agreement to council@bellingen.nsw.gov.au or drop the form into our Council Administration Centre.

6. Council will purchase the item and arrange installation

7. Council will issue the applicant a tax invoice once the works are complete.

Trees

Council will consider requests for a variety of trees. Consideration will be given to the tree being an appropriate and size for the location and a species that is in keeping with the area.
